Newsday, New York, 7 April 1997Double TakesFlogging for the Fast LaneFrom news-service reports The small Gulf Arab emirate of Ras al-Khaimah believes it has finally found a solution to its chronic problem of rash driving: public flogging. "Violators of the traffic rules would be flogged in public at a mosque that is the nearest to their houses," al-Bayan daily reported last week.
