New York Times, 23 July 1918Spank Culprits In Court.Special to The New York Times.NEW ROCHELLE, N.Y., July 22. -- Judge Jacob S. Ruskin has decided to send no more bad boys to institutions unless such punishment seems unavoidable, and will substitute public spankings in court. Today four youngsters from New York City were arraigned before him in the Children's Court for stealing a bicycle. He discharged them and ordered the mother of one of them to spank them all before the court. Only the howls of the youngsters could be heard for some minutes, for she was impartial in her administration. |
