Corporal Punishment in Schools.
The question of corporal punishment in schools has been much
discussed lately in Germany and Switzerland, and the Canton Berne
has come to a decision in the matter. The "Ethical
World" considers the new law a compromise between the
flagellants and anti-flagellants. It prescribes the use of the
cane for "grave faults," such as "indicated moral
perversion"; repeated lying is given as an instance and it
is expressly forbidden to punish for want of application. Girls
are not to be punished physically at all.
