Peru - public whippings: eight clips.

In Cajamarca in northern Peru, a young man and woman were whipped 35 strokes for adultery. This TV news report shows some extracts from the punishment session, in which the culprits had to bend over to be disciplined at the hands of various local citizens. It was obviously an emotional and painful affair for all the families affected.
What is interesting from our point of view is that these are not just random "beatings": rather, there seems to be an ingrained understanding of the formal "bending-over" stance, and the lashes are delivered specifically to the offenders' buttocks, suggesting that, in this part of South America, even with, as far as we know, no surviving tradition of that kind of punishment at the official level (either school or judicial), the concept somehow endures in the culture.
Note that those being dealt with appear to accept this punishment, or at any rate make no effort to resist it. We may deduce from this scene that local ethnic communities in Peru are de facto permitted to operate their own system of JCP even though there is no provision for it in the national legislation, much as in neighbouring Ecuador, Colombia and Bolivia.

This news clip is also from the Cajamarca region of Peru. These whippings are of several men for prostitution, and also of the prostitute herself.
Once again we see the offenders more or less properly bending over, and the whip being targeted precisely at the buttocks.

Judicial corporal punishment under way, again in Cajamarca. This is an amalgam of three different TV companies' versions of the same event, in which three youths were made to bend over to be whipped across the seat of their jeans for robbery. They were also forced to do push-ups.
The punishment is administered by a woman in a room crowded with local citizens. The instrument used is a stiff plaited whip, appearing to have more or less the characteristics of a large cane. The strokes are hard, and accurately targeted at the buttocks. We can see from the culprits' reactions that they are really painful.

In this video we are in the Chetilla district of Cajamarca. Two teenagers, Alberto Alva Garcia and Margarita Alva Lopez, are up before an open-air village court for having a sexual relationship, a charge aggravated by the fact that they are close cousins. The girl's father found them together, and a mobile phone message is presented as evidence.
The boy is made to assume a "push-up" position with his bottom in the air to receive four hard strokes on the seat of his trousers. He is heard gasping with pain. As in the earlier clips, the implement is a stiff plaited whip. Then it is the girl's turn, but she gets up yelling after the first stroke, and it is not known whether her punishment was completed later.

A film from Spanish-speaking US television about the use of local community CP by "town patrols" (vigilante groups) in Cajamarca, Peru. It turns out that the traditional implement used (see clips above) is made from bulls' penises, dried out and twisted into a stiff plaited whip. The manufacturing process is shown, as also a few more examples of the whip in use.

This shows three more Cajamarca youths being made to bend over to be soundly whipped across the seat of their jeans. They were accused of trying to burgle houses.

Here we have an "edited highlights" film from a different region of Peru, Tocache. It was made in a local community hall where three youths are being tried and punished for stealing.
After a discussion (mostly not shown here), the two older boys are able to speak in their defence, or perhaps they are simply apologising, during which the stolen goods are shown. Each then receives several lashes across the buttocks from different members of the local community. Finally the third boy, somewhat younger, receives one stroke, I think from his father. They are then forgiven and accepted back into the community, and the meeting ends with a round of applause.
In contrast to the whip made from dried bulls' pizzles used in Cajamarca, the implement in use here appears to be of leather.
