Judicial caning in Uganda

This one-minute video clip is from an Oct 2012 news item, "Abafumbo bakubddwa lwa lugambo", on NTV Uganda. It shows the public judicial caning of a man and a woman in Busia, Uganda. The operator's aim is poor. The man keeps turning round, showing how unsatisfactory is this modus operandi whereby the recipient is simply asked to lie face down on the ground without any restraints, all too typical of sloppy and inaccurate African CP practice.
