Montgomery, Ala. -- Gov. Fob James intends to sign a bill giving teachers immunity from lawsuits if they paddle students within their school board's guidelines.

"It's a historic piece of legislation because it now makes the law of the state include all of the fundamentals to reform and improve public schools," James said.

The bill is part of a package the governor proposed that also would set education standards and shift more money to poorer districts. The Alabama House agreed 83-0 Tuesday to accept a version of the governor's bill that the Senate had passed earlier, 31-0.

A U.S. Education Department survey in 1992 said 26 states, including New York, ban school officials from spanking students.
