A woman appeared in court in Kitgum and was charged with threatening violence. Rosemary of West Ward in Kitgum allegedly abused Esther Akongo and threatened her with death. She was reported to have said that Akongo is a prostitute. She pleaded not guilty and was given 50 strokes of the cane.

Prisoner complains of torture

A convict in Luzira Prison has accused a warder of torturing him for possessing an expensive Rado wrist watch.

Alphonse Kiggundu, 37, told The Monitor from Mulago Hospital Sept. 14, where he's being treated that Afande Frank ordered for his beating.

Kiggundu who is on clutches said; "Frank ordered the RP to beat me after trying on several occasions to force me to surrender or sell him my Rado wrist-watch."

He said Frank whose second name he did not know first kicked him in the sides before ordering the RP to give him 20 strokes of the cane.

"My sentence did not include strokes, I have not escaped, I cannot stand this torture," Kiggundu wearing a frail face said.

Kiggundu was committed to Luzira October last year for three years after court found him guilty of being found with stolen property.

He said though he recorded a statement and surrendered the watch to the OC, nothing has been done to the officer. Kiggundu can hardly sit and only lies while facing down. The Assistant Commissioner of Prisons in-charge of Prisoners Administration Wycliff J. Kururagyire pleaded ignorance.

"In Luzira, we observe human rights, but if it's true he was beaten, then the prisoner is free to open an assault case at Jinja Road Police Station," he said.

An LC-I court in Abwalin village in Kwari Kwari parish, Kachumbala, Kumi, Sept. 9 subjected a thief to 30 strokes of the cane.

Apuda was accused of having stolen timber in the village.

Apuda allegedly stole the timber on Sept. 8, but he was apprehended and taken to court.

He was later handed over to Kachumbala Police Post.
