Flogging Criminals.

The Formosan Government has adopted flogging to punish native (Formosan Chinese) criminals in substitution for imprisonment for short periods. Strict regulation in carrying out this system will be observed. A criminal shall not be flogged more than 25 strokes once a day, and the maximum number is restricted to 90; so that the extreme flogging takes 4 days. The whip used for this purpose is a cane round which string is twisted. Unless a strict medical examination has been made the criminal shall not be whipped. Moreover, females are not subjected to this form of punishment, nor males under 16 years or above 60 years old.
